The Gardener & an Organic Government

Plinio Corrêa de Oliviera
When a society takes the wrong path, the intervention of an organic government to return it to the good way is the opposite of what a socialist government would do.

The counter-revolutionary government seeks out the evil causing those problems and tries to stamp it out. The causes of the evil should be outlawed, persecuted, humiliated and denied every possibility to exist. It takes measures to prevent it because when the evil is kept in a cage the good by its nature tends to grow on its own.

Thus, the principal task of the government is to strangle the evil. And it should keep watch over the good to help it to develop naturally. It is like the gardener who does not stretch the plant to force it to grow. He sees insects on a plant. He kills the bugs and then puts fertilizer on its roots. He is, therefore, the ally of the natural order he understands, which is to maintain the health of the plant.

Old Gardener

A gardener fosters the growth of his plants by giving them fertilizers & killing the bad insects

This is how an organic government acts. It observes much and stimulates as much as it can, but it guides very little.

Now then, turning to observe how to deal with persons, we see that an evil is not always killed with blows. Sometimes the evil person needs to be treated with goodness. The person is agitated and restless; we approach him and treat him well. He becomes glad, those around him become glad, and then we who showed him goodness also become glad.

Goodness has a exorcizing character, so to speak. It is a proof that to govern is not only to beat and punish. When there is a very well constituted organicity, the good government is able to do unheard-of things.

From the circuit of the individual relationship, this theory of organicity can then be transposed to institutions and countries.

Observing the rich reality

What must be very clear is the starting point of the counter-revolutionary way of thinking. We do not start by studying statistics and constructing an artificial society. This is not the way to do anything. We should observe facts from concrete life: how the members of that society – a cook, a waiter, a train engineer, etc – normally work if they have good sense. This is the way to begin rather than to take a gigantic approach.

An attentive observation of reality can give us richer data than reading many books

The giant way would be this: “In the library there are 4,000 of the world’s best books on organicity. Let us read them.” No one can read 4,000 books on a topic. It would be horrific to have to read 4,000 books to know about something.

There is a much less pretentious and simple way to proceed: Take the concrete fact from everyday life, analyze it, and then arrive at the conclusions we mentioned above. This is organic; this is our organicity.

There is an expression to refer to the stupid man: “That man cannot see anything past his nose.” That is, in order to see faraway things, he first needs to see what is immediately around him. We should first see the immediate so that we can then see things at a distance. We should always do things this way: Carefully analyze the surrounding reality, and then move further beyond. This gives us calmness; it is something that can be done easily and almost effortlessly.

Here we have a precious element of our school of thought that comes from the Catholic spirit Our Lady gave us.

Social organs, organisms & organicity

Organicity is not, however, something that applies only to individuals. Men are well aware that there are various types of activities that they cannot do without grouping themselves together in a natural and spontaneous way to form a society.

From this movement comes the countless number of societies and associations that you can find in an organized country that enjoys a minimum of liberty. Why? It is because these entities were freely constituted without the interference of the government. The government only determines how they should be constituted insofar as their responsibility before the State is concerned.

These associations are the tissue of various cells disposed in such a way as to form an organ that will play a role in the social body. This tissue is formed by different groups like, if you wish, a confederation of soccer clubs in São Paulo. It ends by forming an ensemble of societies. Each functions in its own way so that the one life that inhabits that body acts over the heart so that the heart functions well. Then, the pulsations of the various organs circulate the blood and ensure the life of man, unless God disposes otherwise.

Guilds are functional organs of a natural society

The different organs of a body are very necessary, but each does not have a life of itself. The heart cannot pulsate and live by itself, for example, removed from the body and placed on top of a table. It must be in contact with a whole ensemble of organs in the body. So then, it is easy to see that just as some cells were grouped together by God to constitute the heart, others He disposed to constitute the liver, the eyes, etc. This is what constitutes an organism.

The organism is the ensemble of organs that ensure man's existence. Each organ has an autonomy inside the organism, just as each cell has an autonomy inside the organ. The most important role is played by the heart, but there are other roles such as eyes, the fingernails, etc.

Man thus constituted realizes that he cannot live alone, but must form a family. The families thus constituted know that they must form a municipality. The municipalities thus constituted know that they must form a province or region. The regions know that they must form a state. The states, depending on the case, know that they must form a federation.

There are, then, two elements of organicity in this matter:
  1. The organicity inside the living being of a man;

  2. The organicity of the relationships of men among themselves, insofar as each one follows the Commandments of God and lives in an upright way.
This constitutes an enormous global organism called the state.

There is an organic state and an inorganic state. How can one know the difference between the two?

We will discuss the characteristics of each in another article.
